To help recent graduates smoothly transition into the workplace, the Workforce Development Agency (WDA) of the Ministry of Labor has launched the "Youth Employment Flagship Program." Adopting a "hire first, train later" model, the program systematizes on-the-job training, allowing young people to be formally employed during their training period while receiving a salary and full protection under labor laws. Through this "learning by doing" approach, the program helps youth quickly accumulate practical experience, shorten their workplace adaptation period, integrate into the corporate culture, and begin a new chapter in their careers with real-world skills.

Historically, the top three difficulties young people face in their initial job search have been "insufficient experience," "uncertainty about suitable career paths," and "a lack of necessary skills." To effectively address these challenges, the WDA promotes the "Youth Employment Flagship Program," which cultivates newcomers into work-ready talent over a period of three to six months through a learning-by-doing approach. With senior employees serving as workplace mentors, the program provides young participants with solid on-the-job training.

In 2025, a total of 1,955 business units participated in the program. This included renowned companies such as Phison Electronics (8299), Faraday Technology (3035), Radiant Opto-Electronics (6176), Yieh United Steel Corp., Syscom Group, Uni-President Enterprises Corp. (9907), King's Town Bank, CHAI-YI Hotel, and Cola Tour, all offering training positions. Over 9,500 young people embraced the challenge, working and training simultaneously while building their professional resumes, thereby opening a new chapter in their career journeys.
